Easy: summoning conditions. While both those monsters are formidable, they require specific cards to use (limiting which decks they fit into). Even worse, they're tricky to summon, requiring plenty of time and set-up.

When factoring a monster's overall strength, we have to look at how easily it can be played; all the power in the world doesn't do a dragon's owner any good if it never hits the field.
